National Adaptation Fund for Climate Change (NAFCC) has been established with an aiim to help in scaling-up climate change adaptation interventions in accordance with the NAPCC and SAPCCs. NABARD has been designated as National Implementing Entity (NIE) for the Fund.
NABARD as NIE will be responsible for overall implementation of the project through its regional offices located in the states/UTs. Ministries/ Departments of Government of India and State Government Departments are the executing entities eligible to submit proposals for accessing fund from NAFCC in the stipulated format.
Operational Process for project development and submission:
- State Governments/Executing Entities need to develop Project Concept Notes (PCN) in consultation with NABARD and thereafter, PCNs are required to be submitted to MoEF&CC, Govt. of India, with recommendation of State Level Steering Committee (SLSC) for consideration by Technical Scrutiny Committee (TSC).
- After recommendation by TSC the PCNs are required to be developed as Detailed Project Report (DPR) and the same are required to be submitted to National Steering Committee on Climate Change (NSCCC) through NABARD.
